Runtime is capacity divided by current, so anything that increases the current draw shortens it. A boost converter does exactly that. Stepping 3.7 volts up to 5 volts pulls more current from the cell than the device itself draws, which is why Build 2's portable pack runs down faster than the cell's rated capacity alone would suggest.
